山东省生产建设项目水土保持存在问题及建议

摘要:

搞好水土保持对生态环境保护和经济社会可持续发展具有重要意义。通过实施山东省2022年度生产建设项目水土保持监督检查,梳理总结生产建设项目在方案编制和设计、弃渣堆置管护、水土保持措施落实、监测监理、水土保持设施验收、组织管理等方面存在问题,深入分析问题产生原因，提出了加强水土保持宣传与培训、健全水土保持工作保障机制、增强水土保持监管效能、加强技术支撑能力建设、加大水土保持监督执法力度等对策建议。

Abstract:

Soil and water conservation is of great significance to ecological environmental protection and sustainable economic and social development. Through the implementation of the supervision and inspection of soil and water conservation of the 2022 production and construction project in Shandong Province, the existing problems of the production and construction project in program preparation and design, management and protection of waste slag pile,implementation of soil and water conservation measures, monitoring and supervision, acceptance of soil and water conservation facilities, and organizational management were summarized, and the causes of the problems were analyzed in depth. Therefore, the countermeasures and suggestions were put forward, such as strengthening publicity and training of soil and water conservation, improving the working guarantee mechanism of soil and water conservation, enhancing the efficiency of supervision of soil and water conservation, strengthening the construction of technical support capacity, and strengthening the supervision and law enforcement of soil and water conservation.
