自2019年水旱灾害防御体制改革以来，结合政策指导以及多年工作经验，沂水县建立了一套科学有效的水旱防御体系。通过建设维护基础设施，引进人才并运用数字化手段，科学调度水利工程，形成了全方位、多层次的防御网络。文章分析了当前面临的问题与挑战，并对提升水旱灾害防御水平提出对策建议，可为类似地区水旱灾害防御提供参考。

Abstract:

Since the reform of flood and drought disaster prevention system in 2019, in Yishui County, it has established a set of scientific and effective flood and drought prevention mechanism in combination with policy guidance and years of work experience. Through the construction and maintenance of infrastructure, the introduction of talents and the use of digital means to scientifically plan water projects, the mechanism has formed an all-round and multi-level defense network. The paper analyzes the current problems and challenges, and puts forward countermeasures and suggestions to improve the flood and drought disaster prevention, which can provide reference for similar areas.
