东阿县立足自身实际，探索防沙治沙科学规律，预防和治理水土流失，改善农业生产生活条件和生态环境，坚持预防为主、保护优先的理念，聚焦打造黄河下游水土保持生态保护先行区，以水土保持规划为基础，以水土保持治理工程为重点，以水土保持监督检查为抓手，走出了一条“一核四维九策”的水土保持预防保护模式，有力推动了全县经济社会绿色低碳高质量发展。

Abstract:

Based on its own reality, Dong'e County discovers the scientific rules of desertification prevention and control, prevents and controls soil and water loss, improves agricultural production and living conditions and ecological environment. It adheres to the concept of prevention and protection first, and focuses on building the pilot area of soil and water conservation ecological protection in the lower reaches of Yellow River, based on soil and water conservation planning and focusing on soil and water conservation treatment projects. With soil and water conservation supervision and inspection as the key point, a protection mode of "one core, four dimensions and nine measures" for soil and water conservation prevention has been developed, which has effectively promoted the green, low-carbon and high-quality development of the county's economy and society.
