水利工程建设质量与安全监督管理是水行政主管部门的重要职责，对于保障工程建设质量和安全、减少事故和伤害意义重大。在工程建设领域市场化改革进程不断深化的背景下，习近平总书记“两手发力”的治水思路对强化水利工程建设质量安全监督管理工作提供了根本遵循。推动水行政主管部门引入多元市场主体参与水利工程建设质量安全监督工作，并基于协同治理理论框架，构建“政府主导、市场运作、社会参与、多元共治”的水利工程建设质量安全监督工作新机制。

Abstract:

Supervision and management of water project construction quality and safety is an important responsibility of the water authority, which is of great significance for ensuring the quality and safety of project construction and reducing accidents and injuries. Under the background of deepening the market-oriented reform process in the field of engineering sector, the water management concept of "joint eforts" from President Xi, provides a fundamental basis for strengthening the supervision and management of water engineering quality and safety. Promote the water authority to introduce multiple market entities to participate in the supervision of water project quality and safety, and build a new supervision mechanism of "government-led, market operation, social participation, and multiple co-improvement" based on the theoretical framework of collaborative governance.
