胶东调水工程烟台段“六项机制”建设探索与思考

以胶东调水工程烟台段为例，详细介绍水利安全生产风险管控“六项机制”建设过程，融合前期双重预防体系建设和安全生产标准化一级达标建设成效，健全“六项机制”制度体系，抓好制度落实执行，抓实安全教育培训，将信息化技术深度融入安全生产工作，推进安全生产信息化建设，推动应急管理从事后处置向事前预防转变，形成了可复制、可借鉴、可推广的典型经验做法，推动胶东调水工程烟台段安全生产治理模式向事前预防转变，切实保障工程安全、运行安全、水质安全、办公场所安全，为调水事业高质量发展提供安全保障。

Abstract:

Taking the Yantai section of water diversion to Jiaodong area project as an example, the paper introduces the construction process of "six mechanisms" for water safety production risk control in detail. Integrated with the construction of double prevention system in the early stage and the construction results of safety production standardization, it improves the "six mechanisms" system, focuses on the implementation, safety education and training, and applies the information technology into system. All the measures promote the information technology into the production safety, boosting the transformation of post-emergency management to prior-prevention, and forming a typical experience practice that can be replicated and copied for reference. The promotion mode of safety production management in Yantai section of water diversion to Jiaodong area project ensures project safety, operation safety, water quality safety, and office safety effectively, esp. the change to prior-prevention, which provides safety guarantee for the high-quality development of water diversion sector.
