黄河流域高质量发展的水资源保障探讨

Discussion on Water Resources Safeguard for High Quality Development in Yellow River Basin

摘要:

黄河流域是我国重要的生态屏障和经济地带，其高质量发展对于国家的生态、经济和社会稳定具有重要意义。然而，水资源短缺、供需矛盾突出、水生态环境脆弱以及流域治理自动化、信息化存在短板等问题严重制约了黄河流域的发展。本文通过对黄河流域水资源现状及面临挑战的剖析，提出了包括推进水资源节约集约利用、完善防洪减灾体系、加强水生态环境保护、系统实施水土流失综合防治，以及提升流域治理能力自动化、信息化等方面的具体措施，以实现黄河流域水资源的可持续利用和水安全保障。

Abstract:

The Yellow River Basin is an important ecological barrier and economic zone in China, and its high-quality development is of great significance to the ecological, economic and social stability of the country. However, the development of the Yellow River Basin is severely restricted by the shortage of water resources, the prominent contradiction between supply and demand, the fragile water ecological environment and the shortcomings of informatization management of basin. Based on the analysis of the current situation and challenges of water resources in the Yellow River Basin, this paper puts forward specific measures, including promoting the conservation and intensive utilization of water resources, improving the flood control and disaster reduction system, strengthening the protection of water ecological environment, systematically implementing the comprehensive prevention and control of soil and water loss, and improving the information technology of basin management capacity, with expectation to realize the sustainable utilization of water resources and water security in the Yellow River basin.
