东营市践行“四水四定”促进水资源节约利用对策

Countermeasures to Practice " Four Aspects of Water Resources for Decision-making Mechanism" to Promote the Water Resources Saving and Utilization in Dongying

摘要:

东营市是黄河流域的重要城市,黄河三角洲的中心城市,也是全国严重缺水城市之一,人均水资源占有量仅为全国平均水平的1/9,用水形势严峻,节约用水势在必行。文章立足于“四水四定”的内涵,通过分析东营市水资源开发利用现状及在农业、工业、城镇用水方面存在的问题,提出东营市通过践行“四水四定”实现促进水资源集约节约利用的路径。

Abstract:

Dongying, an important city in the Yellow River Basin and the center of the Yellow River Delta, suffers severe water scarcity in China. With per capita water resources as only one-ninth of the national average, the water use situation in Dongying is severe, so it is imperative to save water. Based on the connotation of "Four aspects of water resources for decision-making mechanism", this article analyzes the current situation of the development and utilization of water resources in Dongying and the existing problems in agricultural, industrial and urban water use. Furthermore, it proposes the way to practice the Mechanism to achieve the intensive and conservation-oriented utilization of water resources in Dongying.
