Abstract:As the core water quality testing institution of the Water Diversion to Jiaodong Project, the management improvement and market-oriented operation of Ji Hongtan Reservoir Laboratory are of great significance to ensuring regional water security. This paper takes Ji Hongtan Reservoir Laboratory as the research object, analyzes the key issues in its market-oriented transformation, and points out that the laboratory is facing three major problems: single testing capability, insufficient professional talents, and weak market adaptability. Based on empirical research, it proposes a three-stage development path of "consolidating foundations-expanding capabilities-market transformation", and suggests improving competitiveness through measures such as optimizing the testing system, strengthening scientific research cooperation, and upgrading hardware configuration. The research results provide practical references for the transformation of laboratories affiliated to public institutions and have demonstration value for promoting the marketization of water resources testing services.
