Practice of River and Lake Management and Protection in Yantai under the River and Lake Chief System

摘要:

以烟台市河湖治理管护工作为例，简要阐述了全面推行河湖长制以来，烟台市河湖治理管护工作理念、体制和机制的变化，概括总结了烟台市河湖治理管护工作“三管、三治、三化”的主要做法及取得的成效，并就进一步强化“法治”“智治”“共治”建设，加强协同治理，统筹融合发展，推动河湖治理管护提质增效进行了思考和展望，以期为各地河湖治理管护工作提供参考借鉴。

Abstract:

Taking the river and lake management and protection in Yantai as an example, this paper briefly expounds the changes in the philosophy, system, and mechanism of river and lake management and protection in Yantai since the full implementation of the River and Lake Chief System. It summarizes the main practices and achievements of river and lake management and protection under the framework of "Three managements, Three controls, and Three transformations, "and discusses and prospects for further strengthening the construction of "management by law, improvement by intelligence, and collaborative cooperation, " enhancing joint efforts, and promoting integrated development to improve the quality and efficiency of river and lake management and protection, aiming to provide references for the work in various regions.
