烟台市蓬莱区推进水资源集约节约利用实践

Practice of Promoting the Intensive and Economical Utilization of Water Resources in Penglai District, Yantai

摘要:

烟台市蓬莱区水资源供需矛盾突出，在把水资源作为最大刚性约束的新形势下，分析了蓬莱区推进水资源集约节约高效利用存在的问题，并从完善水资源管理协调合作机制、开展区域水权交易、推进农业灌溉机井“以电折水"取水计量、加大非常规水源利用力度等四个方面提出对策，为蓬莱区水资源可持续利用和推动经济社会高质量发展提供参考。

Abstract:

The contradiction between supply and demand of water resources is prominent in Penglai District of Yantai Municipality. Under the new situation of taking water resources as the biggest rigid constraint, the existing problems in promoting the intensive, economical and efficient use of water resources are analyzed. Countermeasures were proposed from four aspects, including improving the coordination and cooperation mechanism of water resources management, carrying out regional water rights trading, promoting the measurement of water intake by "electric discounting as water fee" in agricultural irrigation machinery well, and increasing the utilization of unconventional water sources, so as to provide references for sustainable utilization of water resources and promoting high-quality economic and social development in Penglai District.
