Abstract:On the basis of the "Guidance on Promoting Standardized Management of Water Resources Projects" issued by the Ministry of Water Resources (MWR) and the "Account of Reservoirs in the Provincial Pilot Area for Modern Reservoir Operation and Management Matrix Construction" by the Water Resources Department of Shandong Province, this paper takes 373 reservoirs in Jinan as the research object. Aiming at the bottleneck problems such as fragmented monitoring data, aging equipment, and lagging flood control dispatching, it proposes the construction of a three-dimensional management matrix of "monitoring and perception-data fusion-intelligent decision-making". By integrating the Internet of Things, digital twin and GIS technologies, dynamic and standardized management of engineering characteristics, operation status and flood impact range is realized.
