    摘要:

    为落实水利部《关于推进水利工程标准化管理的指导意见》及山东省水利厅《现代化水库运行管理矩阵建设省级先行区域水库台账》要求,本文以济南市373座水库为研究对象,针对监测数据碎片化、设备老化、防洪调度滞后等瓶颈问题,提出构建“监测感知-数据融合-智能决策”三维管理矩阵。通过整合物联网、数字生与GIS 技术,实现工程特性、运行状态及洪水影响范围的动态标准化管理。

    Abstract:

    On the basis of the "Guidance on Promoting Standardized Management of Water Resources Projects" issued by the Ministry of Water Resources (MWR) and the "Account of Reservoirs in the Provincial Pilot Area for Modern Reservoir Operation and Management Matrix Construction" by the Water Resources Department of Shandong Province, this paper takes 373 reservoirs in Jinan as the research object. Aiming at the bottleneck problems such as fragmented monitoring data, aging equipment, and lagging flood control dispatching, it proposes the construction of a three-dimensional management matrix of "monitoring and perception-data fusion-intelligent decision-making". By integrating the Internet of Things, digital twin and GIS technologies, dynamic and standardized management of engineering characteristics, operation status and flood impact range is realized.
