黄河流域水资源匮乏与生态环境脆弱问题极为显著,构建水资源刚性约束制度成为保障流域水资源可持续利用以及生态保护的重中之重。文章分析黄河流域水资源的现实状况以及所面临的严峻挑战,从制度体系架构、实施路径以及保障措施等多个维度展开研究,以期为黄河流域水资源的科学管理与高效利用给予参考。

Abstract:

The problems of water resource scarcity and fragile ecological environment in the Yellow River Basin are extremely prominent. Establishing a rigid constraint system for water resources has become the top priority to ensure the sustainable utilization of water resources and ecological protection in the basin. This paper analyzes the current situation of water resources in the Yellow River Basin and the severe challenges it faces, and conducts in-depth research from multiple dimensions such as the institutional system framework, implementation paths, and safeguard measures, striving to provide references for the scientific management and efficient utilization of water resources in the Yellow River Basin.
