A Brief Analysis on the Standardization of Archives Management for the Reconstruction and Expansion of Water Diversion Project from the Yellow River to Qingdao

引黄济青改扩建工程档案管理工作采用“制度 +技术 +人员”三维协同机制,实现档案完整率 96.9% 、准确率 $98.5% ,支撑工程项目获评“优良”等级。档案管理标准化的实现经由组织管理与制度建设双轨并行、全流程管控与信息化建设协同推进、设施保障与质量控制双重强化等路径。档案管理实践中形成了“三纳入”“三同步”“三维度”等经验。针对现存问题,提出了加快专项验收与档案整编、拓展信息化深度应用、完善长效机制与动态管理等改进方向,为同类工程档案管理提供了参考范例。

Abstract:

The archives management of the Reconstruction and Expansion of Water Diversion Project from the Yellow River to Qingdao adopts a three- dimensional collaborative mechanism of "system + technology + personnel", achieving a 96.9% archive integrity rate and 98.5% accuracy rate, which supports the project to be rated as "excellent". The realization of standardized archives management follows such paths as the parallel advancement of organizational management and system construction, the coordinated promotion of full- process control and informatization construction, and the dual strengthening of facility guarantee and quality control. In the practice of archives management, experiences such as "three inclusions", "three synchronizations" and "three dimensions" have been formed. In view of the existing problems, it puts forward improvement directions such as accelerating special acceptance and archives compilation, expanding in- depth application of informatization, and improving long- term mechanisms and dynamic management, providing a reference example for archives management of similar projects.
