文章简述了用水总量管控工作的背景与意义,总结了最严格水资源管理制度实行以来山东省取得的管控成果并预测了管控趋势,在分析当前管控理念、控制指标、用水统计调查等方面存在问题的基础上,提出山东省进一步加强用水总量管控的对策建议,如提高战略站位、优化指标管控、提升审管强度、完善统计制度、引入第三方调查评价机制等,以期在新时期提高防范化解突发水危机的能力,使水资源利用与山东省高质量发展布局更加匹配。

Abstract:

This paper briefly expounds the background and significance of total volume control of water use, and summarizes the achievements since the implementation of the strictest water resources management system, and furthermore, it predicts the work trend. On the basis of analyzing the existing problems in the current concept, indicators, water use statistics and surveys, it puts forward countermeasures and suggestions to further strengthen total volume control of water use for Shandong Province, such as improving strategic positioning, optimizing indicator control, enhancing review and management intensity, improving statistical systems, and introducing third-party investigation and evaluation mechanisms. It is expected to improve the ability to prevent and resolve sudden water crises in the new era, and make water resources utilization more in line with the high-quality development layout of Shandong Province.
