小清河分洪道作为流域防洪体系的重要组成部分,启用与否对区域水安全与可持续发展具有重要意义。文章基于实地调查与模型模拟,系统分析了分洪道启用对输水安全、实物资产及洪水演进的影响,结合流域治理需求提出针对性对策,为完善防洪调度体系与区域协调发展提供科学依据。

Abstract:

Due to the importance of the river basin flood control system, the activation of the Xiaoging River Flood Diversion Channel is of crucial significance to regional water security and sustainable development. Based on field investigations and model simulations, this paper analyzes the impacts of the channel's activation on water diversion safety, physical assets and flood routing systematically. Combined with the demands of river basin improvement, targeted countermeasures are proposed, providing a scientific basis for improving the flood control and dispatching system and promoting regional coordinated development.
