日照市东港区河道管护保险机制创新与实践

Mechanism Innovation and Practice of River Management Insurance in Donggang District, Rizhao

摘要:

分析了日照市东港区在河道管护管理队伍专业化水平不足、装备技术滞后、灾害防御能力不足、管护资金供需矛盾尖锐等问题,并提出开展河道管护保险制度试点工作,旨在验证风险社会化分担模式对提升水安全治理效能的可行性。

Abstract:

This paper analyzes the problems in the river management in Donggang District of Rizhao Municipality, such as the low professional level of the management team, backward equipment and technology, insufficient disaster prevention ability, and the sharp contradiction between the supply and demand of management funds. Furthermore, it proposes to carry out the pilot work of the river management insurance system, aiming to verify the feasibility of the risk social sharing mode in improving the effectiveness of water security guarantee.
