大型调水工程是現代水利工程中的重要组成部分，其运营单位的安全文化建设是确保工程运行安全可靠的关键因素。结合山东南水北调、胶东调水运行工作实践,对调水工程运营单位安全文化建设存在问题及策略进行探讨，以提高工程运营从业人员的安全意识和责任感，保障工程的正常运行和效益发挥，也为类似工程运营单位安全文化建设提供参考。

Abstract:

Large-scale water diversion prgject is an important part of modern water project,and the construction of safelyculture in their operation units are key factors to ensure the safe and reliable operation of the prgjects. Combining with theoperation practice of Shandong section under South-to-North Water Diversion Project, and Water Diversion Projectfrom the Yellow River to Jiaodong Area,this paper discusses the existing problems and strategies in the construction ofsafely culture in the operation units of water diversion projects. With the purpose to improve the safely awareness andsense of responsibility of the employees engaged in project operation,ensure the normal operation and benefit exertionof the projects, this paper would like 1o provide a reference for the construction of safely eulure in similar projectoperation units.
