山东省水库运行管理矩阵政策制度体系研究

近年来,山东省借助建立小型水库除险加固常态化机制、推行标准化管理、加强信息化建设等手段,使得水库安全运行水平得到了明显提升。然而在高质量发展的大背景下,仍面临着法律体系落后、制度保障欠缺、库容损失较大、管护资金不足、基层人才出现断层等诸多挑战。本文以山东省在全国率先开展现代化水库运行管理矩阵建设为背景展开深入探讨,针对当前水库运行管理所涉及的政策制度体系,全面且系统地剖析了现状、存在的各类问题,并探寻优化改进的可行路径。

Abstract:

In recent years, Shandong Province has significantly improved the level of safe operation of reservoirs by establishing a regular mechanism for danger removal and reinforcement of small reservoirs, implementing standardized management, and strengthening informatization construction. However, under the background of high-quality development, it still faces many challenges, such as an outdated legal system, insufficient institutional guarantees, large reservoir capacity loss, lack of management and protection funds, and a talent gap at the grassroots level. Based on the background that Shandong Province has taken the lead in carrying out the construction of a modern reservoir operation and management matrix in the country, this paper conducts an in-depth discussion. Aiming at the current policy and system involved in reservoir operation and management, it comprehensively and systematically analyzes the current situation, existing problems, and feasible paths for optimization and improvement.
