山东省水利工程移民安置规划常见问题及对策

Problems of Resettlement Planning of Water Projects and Countermeasures in Shandong

摘要:

水利工程建设征地移民安置的顺利进展,直接影响着工程推进和社会稳定。本文以山东省为例,对水利工程建设征地移民安置审查中发现的实物调查类、生产安置类、土地复垦类、专项设施复建类等问题展开研究,从规范编制、部门沟通、政策把握等方面提出相应对策建议,对水利工程移民安置规划设计具有借鉴意义。

Abstract:

The smooth progress of land acquisition and resettlement for water project construction directly affects project implementation and social stability. Taking Shandong Province as an example, this paper studies the problems in the review of land acquisition and resettlement for water project construction, such as physical survey, production resettlement, land reclamation, and reconstruction of special facilities. Corresponding countermeasuresres and suggestions are put forward from the aspects of standardized compilation, inter-agency communication, and policy placement, which provides reference for the planning and design of resettlement for water projects.
