山东省重要江河超标洪水测报预案编制及思考

为有效应对汛期洪水灾害的"黑天鹅"和"灰犀牛"事件,确保在发生超标洪水时能够测得到报得出,有效支撑防汛减灾,山东省水文中心编制了山东省重要江河超标洪水测报预案,对洪水量级、测报方案、保障措施与后期处置进行认真分析和反复研究,并从强化极限思维、整体系统考虑、细化实化指标、加强方案审查、推广应用新技术新设备等方面提出了对策与建议,为超标洪水测报方案编制与开展超标洪水应急测报提供参考。

Abstract:

In order to deal with the "black swan" event and "gray rhino" incident of flood disasters in flood season, ensure that excessive flood can be measured and reported to support flood prevention and disaster reduction, the Hydrology Center of Shandong Province has prepared the pre-plan for excessive flood measurement and reporting of key rivers in Shandong. The flood magnitude, measurement and reporting scheme, safeguard measures and following disposal are carefully analyzed and repeatedly studied, and countermeasures and suggestions are put forward from the aspects of strengthening the limit thinking, overall system consideration, refining practical indicators, deepening program review, popularizing and applying new technology and equipment, etc., to provide reference for the preparation of exceeded flood measurement and reporting scheme and the development of emergency flood prediction and reporting.
