兵团第十二师水资源开发利用现状及建议

Current Status and Recommendations on Water Resource Development and Utilization in the 12th Division of the Xinjiang Production and Construction Corps

摘要:

水资源短缺已成为制约新疆生产建设兵团第十二师经济社会可持续发展的关键因素。文章基于兵团第十二师水资源禀赋与开发利用现状,分析了农业、工业、生活及非常规水利用中存在的问题。结果表明:兵团第十二师用水总量呈逐年上升趋势,其中农业用水占比高达83%,是水资源管理的重点领域。当前面临的主要挑战包括灌溉设施老化、计量体系不健全、供水管网漏损高、非常规水利用不足等。为此,提出应围绕节水优先原则,推进基础设施改造、加强精细化管理、拓展再生水利用途径等建议,以提升水资源利用效率,保障区域水安全。

Abstract:

Water scarcity has become a key factor constraining the sustainable economic and social development of the 12th Division of the Xinjiang Production and Construction Corps. Based on the water resource endowment and current utilization status of the 12th Division, analyzes the issues present in agricultural water , industrial water, domestic water, and unconventional water utilization. Analysis indicates that the total water consumption of the 12th Division has shown a year-on-year upward trend, with agricultural water use accounting for as much as 83.6% of the total. This makes it a key area for water resource management.The primary challenges currently include aging irrigation infrastructure, inadequate metering systems, high leakage rates in water supply networks, and insufficient utilization of non-conventional water sources.Proposed advices that efforts should focus on the principle of prioritizing water conservation, advancing infrastructure upgrades, strengthening refined management, and expanding avenues for reclaimed water utilization. These measures aim to enhance water resource utilization efficiency and ensure regional water security.
