    摘要:

    代建制作为政府投资非经营性水利工程的主流管理模式,历经近30年发展,制度体系已趋完善,但在基层中小型项目落地中仍面临适配性不足、权责边界模糊等痛点。本文以济南某河道治理代建项目为例,基于4类参建主体的访谈与一手资料,识别出制度适配性、单位选择机制、激励约束、风险分担4类核心问题,提出“制度完善-市场化-合同精细化-风险共担”四位一体优化框架,为北方中小型水利代建项目的精细化管理提供参考。

    Abstract:

    As the mainstream management mode for government-invested non-profit water resources projects, the agent construction system has developed for nearly 30 years with a relatively complete institutional system. However, it still faces problems such as insufficient adaptability and vague power-responsibility boundaries in the implementation of still small and medium-sized grassroots projects. Taking a river regulation agent construction project in Jinan as a case, based on interviews and first-hand data from four types of participating entities, this paper identifies four core problems: institutional adaptability, agency selection mechanism, incentive and restraint mechanism, and risk sharing. A four-in-one optimization framework of "system improvement-market optimization-contract refinement-risk sharing" is proposed, providing practical references for refined management of small and medium-sized water agent construction projects in north China.
