Aiming at the long-term idleness of the Water Diversion from Yellow River to Bailang River Project in high-flow years in Weifang Municipality, this study proposes a bidirectional water diversion scheme to revitalize project assets and realize efficient utilization of water resources. Based on the current situation analysis of the Project, a bidirectional water diversion system consisting of "Bailanghe Reservoir-the pipelines of the Yellow River Diversion to Bailang River Project-Binhai Second Plain Reservoir" is constructed. Practice shows that the bidirectional water diversion has formed a dual allocation pattern of water diversion northward in high-flow years and water diversion southward in dry years between Bailanghe Reservoir and the Project. It has established a interbal-agencies coordination mechanism and a full-cycle operation and maintenance system, realized the temporal and spatial optimal allocation of cross-basin water resources, and achieved good economic and social benefits. The implementation of bidirectional water diversion provides a replicable regulation paradigm for the reuse of idle assets of similar projects, and effectively improves the comprehensive benefits of water network projects.
