烟台市水利投融资改革探索与思考

Exploration and Reflection on the Reform of Water Investment and Financing in Yantai

摘要:

总结了“十四五”以来烟台市水利投融资改革典型经验,从水利项目效益特征、资金补助政策、水价改革等方面入手,分析水利投融资改革面临的困难和问题,提出发力政府投资引导、引入社会资本活水、加快体系化改革创新、赋予平台公司更多资源统筹能力等改革举措,为推进水利投融资改革和现代水网建设提供借鉴。

Abstract:

This paper summarizes the typical experience of water investment and financing reform in Yantai Municipality since the 14th Five-Year Plan period. It analyzes the difficulties and problems in the reform from the perspectives of benefit characteristics of water projects, financial subsidy policies and water price reform. Reform measures are proposed including strengthening government investment guidance, introducing social capital, accelerating systematic reform and innovation, and endowing platform companies with stronger overall resource allocation capacity, so as to provide reference for promoting water investment and financing reform and modern water grid construction.
