Optimization Analysis of Water Supply Pipeline Network Asset Management Based on Property Law

摘要:

管网作为供水基础设施的核心组成部分承载着保障居民生活用水与经济运转的关键功能。文章以"物权确定-管理优化"为逻辑主线,首先分析供水管网的权属现状;其次运用管理学理论剖析当前的权属配置在排他性、可转让性、明晰性等方面存在的问题;最后从法律与管理双维度提出供水管网资产管理优化建议,为破解供水管网资产管理困境、提升基础设施运营效率提供理论支撑。

Abstract:

As the core component of water supply infrastructure, pipeline networks undertake the key function of guaranteeing domestic water use for residents and economic operation. Taking the logical main line of property right confirmation-management optimization, this paper firstly analyzes the current ownership status of water supply pipeline networks; secondly, applies management theories to dissect the existing problems of current ownership allocation in terms of exclusivity, transferability and clarity; finally, it puts forward optimization suggestions for asset management of water supply pipeline networks from both legal and managerial dimensions, so as to provide theoretical support for solving the asset management dilemma and improving the operation efficiency of infrastructure.
