Abstract:As the core component of water supply infrastructure, pipeline networks undertake the key function of guaranteeing domestic water use for residents and economic operation. Taking the logical main line of property right confirmation-management optimization, this paper firstly analyzes the current ownership status of water supply pipeline networks; secondly, applies management theories to dissect the existing problems of current ownership allocation in terms of exclusivity, transferability and clarity; finally, it puts forward optimization suggestions for asset management of water supply pipeline networks from both legal and managerial dimensions, so as to provide theoretical support for solving the asset management dilemma and improving the operation efficiency of infrastructure.
