为加强河湖管理保护,东营市建立了“河湖长+生态警长+检察长+法院院长”四长联动河湖管护机制。既是落实河湖长制的基层性制度创新探索,也是对河湖长制的系统性强化。通过聚合水利部门、公检法机关各自的职能优势、人力资源和制度工具,强化了河湖长制落实的基础体系、监督体系和治理体系,取得了“1+1+1+1>4”的管护效果。

Abstract:

To strengthen the management and protection of rivers and lakes, in Dongying Municipality, it has established a river and lake management mechanism featuring the linkage of River-Lake Chief, Ecological Police Chief, Prosecutor General and Court President, named as "Four Chiefs Linkage". It is not only an institutional innovation at the grassroots level for implementing the river-lake chief system, but also a systematic optimization and consolidation of the system. By integrating the functional advantages, human resources and institutional tools of water resources agencies as well as public security, procuratorial and judicial organs, the mechanism strengthens the basic system, supervision system and governance system for the implementation of the river-lake chief system, achieving a management effect of "1+1+1+1 > 4".
