Experience and Practices of Comprehensive Agricultural Water Price Reform in Linqu

摘要:

农业水价综合改革作为破解县域水资源供需矛盾、保障农田水利工程良性运行的战略性举措。通过工程建设、水价核定、管护机制建立、节水成效等方面,完善长效管护机制,明确灌区设施管护主体与责任。对种粮农户实行精准补贴,推广喷灌、滴灌等高效节水技术,鼓励社会力量参与管护,保障现代化灌区持续发挥效益,助力农业节水与可持续发展。

Abstract:

As a strategic measure to resolve the contradiction between water supply and demand, and ensure the sound operation of farmland water projects at the county level, the comprehensive reform of agricultural water prices plays a vital role. It improves the long-term management and protection mechanism, and clarifies the management entities and responsibilities of irrigation district facilities, through engineering construction, water price verification, establishment of management mechanisms, and evaluation of water-saving effects. Targeted subsidies are provided to grain-growing farmers; high-efficiency water-saving technologies such as sprinkler irrigation and drip irrigation are promoted; and social involvements are encouraged to participate in management and protection. These efforts ensure the sustainable performance of modern irrigation districts and boost agricultural water conservation and sustainable development.
