无棣县农村村内供水工程管理体制改革探讨

Discussion on the Management System Reform of Rural Inner-village Domestic Water Supply Projects in Wudi

摘要:

通过分析无棣县的农村村内供水工程现状,针对当前存在的问题,开展供水工程管理体制创新性改革,实施符合无棣县实际的“县级公司直管到户”与“1+N”相结合的管护模式。该模式在管护机制建立、确定水价及机制落实3个阶段提出落实措施,可为鲁北平原农村供水工程长效良好运行提供借鉴。

Abstract:

By analyzing the status quo of rural inner-village domestic water supply projects in Wudi County and targeting existing problems, innovative reforms have been carried out on the management system of water supply projects. A maintenance model integrating "county-level company direct household management" and "1+N" suitable for the actual conditions has been implemented. Implementation measures are proposed in three stages: establishment of maintenance mechanisms, determination of water prices and mechanism enforcement, which can provide a reference for the long-term and sound operation of rural water supply projects in the North Shandong Plain.
