    摘要:

    文章系统梳理了潍坊市基本水情、再生水水源构成及利用现状,分析了当前再生水利用仍面临政策约束不足、管网建设滞后、成本偏高、水质限制等问题,提出从政策体系、规划布局、水质标准、基础设施、市场机制建设等方面协同发力,构建"全市统筹、政企协同、市场主导、示范引领"的再生水多元化利用格局的建议,以有效缓解区域水资源供需矛盾,推动绿色低碳发展。

    Abstract:

    This paper systematically summarizes the basic water conditions, composition of reclaimed water sources and current utilization status in Weifang Municipality. It analyzes existing problems including inadequate policy support, lagging pipeline network construction, high operating costs and water quality constraints in the utilization of reclaimed water. Suggestions are proposed from the perspectives of policy system, planning layout, water quality standards, infrastructure and market mechanism. A diversified utilization pattern of reclaimed water characterized by city-wide overall planning, government-enterprise collaboration, market orientation and demonstration guidance is established, so as to effectively alleviate the contradiction between water supply and demand and advance green and low-carbon development.
