巨野县综合水价改革路径探讨

Discussion on the Path of Comprehensive Water Pricing Reform in Juye

摘要:

近年来,作为山东省长江水受水区全面推开区域综合水价改革先行试点,巨野县面临水源价比不合理、节水动力不足等挑战。文章以巨野县为案例,在分析其水资源条件与用户承受能力的基础上,构建了包含多元化水价形成机制与渐进式财政补贴退出路径的综合改革方案,并提出了相应的管理体制与配套措施。为同类县域推进综合水价改革、促进水资源节约集约利用提供参考。

Abstract:

In recent years, a pilot county in Shandong Province for comprehensively implementing regional integrated water pricing reform in the Yangtze River water receiving area, Juye County faces challenges such as an irrational water source price ratio and insufficient incentives for water conservation. Taking Juye County as a case study, based on an analysis of its water resources conditions and user affordability, this research constructs a comprehensive reform plan encompassing a diversified water pricing mechanism and a phased fiscal subsidy withdrawal path, and furthermore proposes corresponding management systems and supporting measures. This paper provides references for similar counties to advance comprehensive water pricing reform and promote the economical and intensive use of water resources.
