Abstract:In recent years, taking the market-oriented reform of water right trading as a breakthrough, Feicheng City has innovatively constructed a government-led "water bank" model, providing a practical sample for solving the difficulties of traditional water resources management. By a standardized trading system, commercial bank deposit-loan mechanism and digital platform, the model has significantly improved the efficiency of water resources allocation and supported the ecological protection and high-quality development of the Yellow River Basin. The study shows that the "water bank" model effectively avoids the tragedy of the commons and promotes water conservation and efficient utilization, while it still needs optimization in policy implementation, market mechanism and supervision system. This paper proposes a three-dimensional optimization framework: improving the policy system with equal emphasis on incentives and constraints, fostering a multi-level trading ecosystem, and constructing an intelligent supervision network, so as to provide theoretical and practical references for water right reform in similar regions.
