    摘要:

    近年来,济宁市水安全面临防洪体系缺口、水资源时空失衡、用水效率不高、水生态退化及数字治理能力薄弱等多重挑战。文章从工程、制度、生态、数字化等方面提出发展策略,完善“上拦中滞下排”防洪布局,构建多源联调的水资源配置体系,建立水资源刚性约束与节水激励相容机制,推进水土保持与地下水超采综合治理,并打造空天地一体化智慧水务平台,为资源型缺水城市提升水安全韧性提供了可复制、可推广的实践路径。

    Abstract:

    In recent years, the water security in Jining Municipality is confronted with multiple challenges, such as incomplete flood control system, uneven temporal and spatial distribution of water resources, low water use efficiency, degraded aquatic ecology and insufficient digital management capacity. This paper proposes development strategies from the perspectives of engineering, institution, ecology and digitalization. The measures include improving the flood control pattern of upstream retention, midstream detention and downstream drainage, establishing a multi-source joint regulation system for water resources allocation, building a mechanism integrating rigid constraints on water resources and water-saving incentives, promoting comprehensive management of soil and water conservation and groundwater over-extraction, and constructing an air-space-ground integrated smart water service platform. The research provides a replicable and promotable practical path for resource-based water-deficient cities to enhance water security resilience.
