Abstract:In recent years, the water security in Jining Municipality is confronted with multiple challenges, such as incomplete flood control system, uneven temporal and spatial distribution of water resources, low water use efficiency, degraded aquatic ecology and insufficient digital management capacity. This paper proposes development strategies from the perspectives of engineering, institution, ecology and digitalization. The measures include improving the flood control pattern of upstream retention, midstream detention and downstream drainage, establishing a multi-source joint regulation system for water resources allocation, building a mechanism integrating rigid constraints on water resources and water-saving incentives, promoting comprehensive management of soil and water conservation and groundwater over-extraction, and constructing an air-space-ground integrated smart water service platform. The research provides a replicable and promotable practical path for resource-based water-deficient cities to enhance water security resilience.
