博兴县区域综合水价改革实践

Practice of Regional Comprehensive Water Price Reform in Boxing

博兴县供水水源包括地表水、地下水、黄河水和长江水,其中黄河水、地下水是主要水源。长期以来,引黄、引江水源价格差异显著,供水企业管理运行模式不统一,全县供水价格体系不合理。因此,以博兴县2022年为现状年,2025年为规划年,分析各供水水源供水量、用水户、单一水源水价、供水工程运行管理等情况,通过多方协同一体推动、夯实供水基础设施、调整优化价格体系、积极搭建管理平台等措施,制定并实施科学合理的区域多水源综合水价方案,建立区域多水源综合水价机制,为南水北调受水区区域综合水价改革提供借鉴。

Abstract:

Water supply sources in Boxing County include surface water, groundwater, water from Yellow and Yangtze Rivers, among which Yellow River water and groundwater are the main sources. For a long time, there have been significant price differences between diverted Yellow River water and Yangtze River water, inconsistent management and operation models of water supply enterprises, and an unreasonable county-wide water price system. Taking 2022 as the base year and 2025 as the planning year, this paper analyzes the water supply volume, water users, single-source water prices and operation management of water supply projects, and proposes measures such as multi-stakeholder coordination, consolidation of water supply infrastructure, optimization of the price system and development of management platforms. A scientific and rational comprehensive water price scheme for multiple regional water sources has been formulated and implemented, and a corresponding mechanism established, providing a reference for regional comprehensive water price reform in water-receiving areas of the South-to-North Water Diversion Project.
