淄博市河道堤防现状及长效管理机制分析

Analysis on Current Situation and Long-term Management Mechanism of River Dykes in Zibo

摘要:

文章基于淄博市5级以上河湖堤防评估数据,重点分析堤防现状,分类梳理存在的结构性缺陷、局部退化、信息管理滞后及协同管理盲区等问题,并从风险分级管控、基础数据治理、标准化物业化运维、跨部门协同监管及智慧化预警响应等方面提出建议,旨在为提升区域防洪安全保障能力提供系统化、实操性的管理范式。

Abstract:

Based on the evaluation data of Grade 5 and above river and lake dykes in Zibo Municipality, this paper focuses on analyzing the current situation of dykes, sorts out existing problems including structural defects, local degradation, lagging information management and blind spots in collaborative management by category. Proposals are put forward from: risk hierarchical control, basic data management, standardized and property-oriented operation & maintenance, cross-departmental collaborative supervision and intelligent early warning response, aiming to provide a systematic and practical management paradigm for improving regional flood control security capacity.
