Abstract:Taking the construction of the "112N" Matrix Platform in Rizhao Municipality, Shandong Province as a case, this paper explores innovative paths and practical experience of reservoirs in digital transformation and modern governance. Starting from system theory and matrix governance theory, the study diagnoses three dilemmas existing in China's reservoir management, namely data silos, fragmented functions and delayed decision-making, and points out that their root cause lies in the systematic mismatch between management structure and information structure. Through analysis of the construction process of the "112N" Platform, it is found that the platform has greatly improved dispatching efficiency and accuracy of risk early warning, optimized the allocation structure of water resources, and reduced management costs and operation risks. Furthermore, the core experience of matrix governance is summarized: first, data integration as the foundation; second, digital twin as the carrier; third, institutional innovation as guarantee of practical application. Finally, promotion suggestions on constructing a symbiotic mode of "reservoir group + industrial chain" are put forward. This study provides case experience for the construction of modern reservoir operation and management matrix.
