Abstract:Modern water grid construction is a key component in enhancing the modernization of the primary-level governance system and governance capacity. The construction of modern water grid in rural areas not only contributes to rural revitalization and improves the quality of life for rural residents but also helps optimize rural governance mechanisms and enhance governance efficiency. By analyzing the necessity and feasibility of the collaborative advancement of modern water grid construction and primary-level governance in Liaocheng Municipality, this paper argues that modern water grid construction should break through the traditional dualistic paradigm of "technology-governance" separation, strengthen synergy with primary-level governance, and build an integrated four-in-one coupling mechanism featuring "institutional embeddedness, technological empowerment, spatial reconstruction, and multi-stakeholder linkage." It also advocates for establishing a vertical collaboration system of "municipal coordination, county-level primary responsibility, town-level implementation, and village-level participation," and forming a synergistic governance mechanism where "water affairs, civil affairs, and ecology" complement each other.
