Abstract:Real estate registration of reservoirs is a key institutional arrangement to deepen the reform of hydraulic engineering management system and revitalize stock water resources assets. Taking reservoir projects in Binzhou Municipality as the research object, this paper adopts field investigation, workshop and forum, as well as data collection methods. Against the background of the ecological water planning of "Four Rings and Five Reservoirs", a systematic survey is conducted on the real estate registration status of 54 reservoirs in the city. The reservoirs are classified and analyzed by land use type, construction period and ownership status, and four typical problems are summarized, namely long-term land use by agreement, compound ownership, separated ownership under BOT mode and lost historical boundary markers. Systematic solutions are put forward from the perspectives of planning coordination, capital guarantee and inter-agencies coordination. The study indicates that differentiated strategies including "right confirmation + agreement" mode, split registration and government-led right confirmation can effectively break the bottlenecks in reservoir real estate registration, and deliver replicable "Binzhou experience" for similar regions.
