Practice of River Chief System and Research on Regional Collaborative Management of Tai'an Section in Yellow River

摘要:

文章以黄河泰安段为研究对象,聚焦河长制实践与区域协同治理长效机制的构建。首先,梳理了黄河泰安段河长制的组织体系、河湖治理、岸线保护等具体实践与成效。其次,剖析了当前河长制与区域协同治理面临的主要问题,包括部门权责不匹配、缺乏全局思维、考核激励效果不佳、法律法规不健全及社会参与度低等。最后,针对性地提出构建长效机制的思路,包括深化部门协同、强化科学考核、完善合作法律体系、推动多元主体参与并加强专业队伍建设等,以期为河长制深化与流域协同治理提供参考。

Abstract:

Taking the Tai'an section of the Yellow River as the research object, this paper focuses on the practice of the River Chief System and the establishment of a long-term mechanism for regional collaborative management. Firstly, it sorts out practical achievements of the River Chief System in Tai'an section of the Yellow River from the aspects of organizational system, river-lake regulation and riparian protection. Secondly, it analyzes prominent challenges restricting the River Chief System and regional collaborative management, such as mismatched agency powers and responsibilities, insufficient holistic thinking, ineffective assessment and incentive mechanisms, low enforcement of laws and regulations, as well as low public participation. Finally, targeted countermeasures for long-term mechanism construction are put forward, including deepening inter-agency coordination, improving scientific assessment, perfecting legal framework for cooperation, encouraging multi-stakeholder participation and strengthening professional talent cultivation, so as to provide references for further implementation of the River Chief System and watershed collaborative management.
