    摘要:

    黄河山东段工程设施已建成包含堤防、险工、控导工程及东平湖水库等蓄滞洪区的防洪体系。在非工程设施建设方面,“四预”能力不断提升,建成一体化信息感知网,建立“1+N”防汛抢险机制,体系建设成效显著,成功应对多轮重大汛情。目前防洪体系仍需从河道整治清淤、优化水库调度及滞洪区治理、完善预警机制、优化防汛队伍建设等多方面持续发力,系统性优化完善防洪体系,提升防洪能力,助力实现“让黄河成为造福人民的幸福河”的目标。

    Abstract:

    A comprehensive flood control system consisting of embankments, danger elimination works, river regulation works and flood storage and detention areas including Dongping Lake Reservoir has been completed. In terms of non-engineering measures, the capabilities of forecast, early warning, pre-scheme and pre-drill have been continuously improved. An integrated information perception network has been established, and a "1+N" flood prevention and emergency rescue mechanism has been put into operation. The system has achieved remarkable results and successfully coped with multiple severe flood events. Nevertheless, further efforts are required to optimize the flood control system, including river regulation and dredging, reservoir operation optimization, management of flood detention areas, improvement of early warning mechanisms and professional flood control team building. Systematic upgrading will enhance overall flood resistance capacity and support to realize the target of building the Yellow River into the Happy River Program for benefiting the people.
