菏泽市中心城区内涝系统化治理对策

Systematic Countermeasures for Urban Waterlogging Control in Heze City Zone

摘要:

为解决城市雨季积水问题,提高城区排水防涝水平,以菏泽市为例,在分析城区内涝现状的基础上,对导致城区内涝的气候、城市规划与建设、排水体制与排水系统、排水系统维护监管、政策与资金投入等因素进行了探讨,提出了构建源头控制工程、雨水排水管网工程、内涝防治工程、城市排涝工程、防洪提升工程等5个层面的排水系统和1个信息化平台的城市内涝系统化治理对策,为城市内涝治理提供借鉴。

Abstract:

To eliminate waterlogging issue in urban areas during flood season and improve urban drainage and waterlogging prevention capacity, this paper takes Heze Municipality as the research object. Based on an analysis of the current situation of urban waterlogging in Heze, it discusses influencing factors including climate, urban planning and construction, drainage system patterns and facilities, maintenance and supervision of drainage works, as well as policies and capital investment. A systematic solution for urban waterlogging control is proposed, which consists of 5 types of drainage projects (source control, rainwater pipe networks, waterlogging prevention, urban drainage and flood control improvement) and 1 information platform. The research results can provide references for urban waterlogging treatment in similar cities.
