淄博市水土保持空间管控工作的实践与经验

Practice and Experience of Spatial Control of Soil and Water Conservation in Zibo

摘要:

以淄博市为例,系统探讨水土保持空间管控的实践路径与创新经验。2023年以来,淄博市承担了全国水土保持空间管控试点任务,在水土保持规划防治分区划分、治理方向和措施基础上,完成了禁止开垦陡坡地范围精准划定,细化了各分区管控措施,形成了可推广、可复制的试点经验,对水土保持工作的开展具有一定借鉴、指导意义。

Abstract:

Taking Zibo Municipality as an example, this paper systematically discusses the practical approaches and innovative experience of spatial control for soil and water conservation. Since 2023, Zibo Municipality has undertaken the national pilot task of spatial control for soil and water conservation. On the basis of the prevention and control zoning, management orientation and supporting measures specified in Zibo's soil and water conservation planning, the city has accurately delineated the scope of steep slopes prohibited from reclamation, refined control measures for each zone, and formed replicable and promotable pilot experience, which offers reference and guidance for the implementation of soil and water conservation.
