文章梳理了冠县再生水利用配置省级试点的建设基础与优势,剖析再生水利用的现状及核心问题,系统总结了优化配置、强化管理、完善设施等实施路径,并测算其综合效益。研究表明,冠县通过构建"污水-处理-再生-利用"循环体系、健全政策机制、扩大利用规模,可实现2027年再生水利用率55%以上的目标,其"厂网联动、分质供水、示范引领"模式可为同类地区再生水资源化利用提供借鉴。

Abstract:

This paper sorts out the construction foundation and advantages of the provincial pilot project for reclaimed water utilization and allocation in Guanxian County, analyzes the current status and core problems of reclaimed water application, systematically summarizes implementation paths including optimized allocation, enhanced management and improved facilities, and calculates its comprehensive benefits. The study shows that by establishing a circular system of "sewage-treatment-reclamation-utilization", improving policy mechanisms and expanding utilization scale, Guanxian County can achieve a reclaimed water utilization rate of over 55% by 2027. Its model featuring "linkage of wastewater plants and pipe networks, graded water supply and demonstration-driven development" can provide references for the resource utilization of reclaimed water in similar regions.
