Abstract:As one of China's first batch of provincial-level water grid pilot zones and the first in the Yellow River Basin, Shandong Province has carried out a series of institutional, organizational and technological innovations centered on building a unified dispatching and management system. It has put forward a provincial water grid dispatching and management model featuring "unified allocation, integrated administration, smart management, cross-agency coordination and integrated development" under the Grid. By establishing the Shandong Provincial Water Grid Operation and Dispatching Center, issuing the Implementation Opinions on Unified Dispatching and Management of the Provincial Water Grid and Measures for Dispatching and Management of the Provincial Water Grid, constructing a provincial water grid dispatching and management platform, and innovatively introducing the water right trading mechanism, Shandong has realized unified precise dispatching and market-oriented allocation of multi-source, multi-objective and multi-level water resources. The comprehensive performance of the water grid in flood control, water supply and ecological protection is enhanced, and integrated development between the water grid and related industries is promoted. The experience forms a replicable and promotable "Shandong Model" for provincial-level water grid dispatching.
