东平县河湖治理的实践经验分析

摘要:

全面推行河湖长制是党中央立足生态文明建设全局、破解复杂水问题、保障国家水安全作出的重大决策部署。山东省泰安市东平县作为黄河流域生态保护和高质量发展的重点区域,坚定不移践行"生态立县、绿色发展"战略,以河湖长制为总抓手,通过构建完善的治理体系、开展专项攻坚行动、创新协同治理模式,实现了河湖生态环境的系统性改善。文章系统梳理东平县在河湖长体系建设、专项整治行动、长效机制构建、生态产业融合等方面的实践举措,深入分析其治理成效与经验启示,为黄河流域乃至全国同类地区的河湖治理提供可借鉴的实践样本。

Abstract:

Fully implementing the river and lake chief system represents a major decision making deployment by the Party Central Committee from the overall perspective of ecological civilization construction, aiming to tackle complex water related problems and safeguard national water security. As a key area for ecological conservation and high quality development of the Yellow River Basin, Dongping County, Tai'an Municipality, Shandong Province, firmly pursues the strategy of "ecology-oriented and green development". Taking the river and lake chief system as the key starting point, systematic improvement of river and lake ecological environment has been achieved by establishing a sound management system, launching special campaigns, and innovating collaborative improvement modes. This paper systematically sorts out practical measures adopted in Dongping County concerning river and lake chief system construction, special rectification, long term mechanism establishment and ecological industry integration. It further analyzes improvement effects and experience insights, so as to provide referential practical samples for river and lake management in the Yellow River Basin and similar regions nationwide.
