肥城市水库移民后期扶持工作实践与探索

Practice and Exploration of Post Support for Reservoir Resettlement in Feicheng

摘要:

文章以肥城市水库移民后期扶持工作为研究对象, 梳理当地移民扶持人口分布、安置类型及项目建设概况,总结在政策宣传、规划编制、资金管控、文化建设、库区治理等方面的工作成效。同时剖析当前存在的产业支撑薄弱、内生发展动力不足、扶持结构失衡等突出问题,并分析问题产生的原因。最后结合乡村振兴战略,从优化政策适配、培育特色产业、规范项目管护、提升扶持效能、健全帮扶机制5个方面提出针对性解决思路,为县域水库移民安置区高质量、可持续发展提供参考。

Abstract:

Taking the post support for reservoir resettlement in Feicheng City as the research object, this paper sorts out the distribution of supported population, resettlement types and overview of project construction in the locality, and summarizes achievements in policy publicity, planning compilation, fund management, cultural development and reservoir area improvement. Meanwhile, it analyzes prominent problems such as weak industrial support, insufficient endogenous driving force for development and unbalanced support structure, as well as their underlying causes. Combined with the rural revitalization strategy, targeted solutions are proposed from five perspectives: optimizing policy adaptation, fostering characteristic industries, standardizing project operation and maintenance, improving support efficiency, and perfecting assistance mechanisms, offering references for high-quality and sustainable development of reservoir resettlement areas at the county level.
