    摘要:

    广饶县作为黄河下游典型缺水县域,以县级现代水网示范区建设为契机,通过协同推进防洪及供水工程、构建“五大水网”体系、创新管护机制与智慧化转型,推进河道系统治理,水利保障能力与水资源利用效能显著提升。但是在治理过程中仍面临水资源供需失衡、跨部门协同存在壁垒、管护与生态修复不均衡等挑战。文章基于实地调研与数据分析,结合现代水网建设目标,从系统规划、工程攻坚、生态转型、智慧赋能、机制保障5个维度提出优化路径,为沿黄同类缺水县域河道治理提供借鉴。

    Abstract:

    As a typical water-deficient region in the lower reaches of the Yellow River, Guangrao County takes the construction of the provincial-level modern water grid demonstration zone as an opportunity. It promotes integrated river system improvement by coordinating flood control and water supply projects, establishing a "Five Major Water Networks" system, innovating management and protection mechanisms, and advancing intelligent transformation, which improves water resources supportive capacity and utilization efficiency significantly. Nevertheless, challenges remain in the process, including unbalanced supply and demand of water resources, barriers to cross-agencies coordination, and imbalanced management & ecological restoration. Based on field investigations and data analysis, and in line with the goals of modern water grid construction, this paper proposes optimization paths from five dimensions: systematic planning, key project construction, ecological transformation, intelligent empowerment, and institutional guarantee, offering references for river improvement in similar water-deficient counties along the Yellow River.
