临清市农业水价综合改革实践探索

Practice Exploration on Comprehensive Reform of Agricultural Water Price in Linqing

摘要:

临清市自2016年起全面推进农业水价综合改革,通过价格机制调节、计量设施完善、精准补贴与节水奖励等措施,实现了农业用水总量下降、用水效率提升和管理机制优化。然而,改革过程中仍存在计量设施覆盖不足、部门职责衔接不畅、运营管理不规范等问题。文章总结了临清市农业水价综合改革的主要成效与深化举措,分析了存在的问题,并提出了完善计量设施、建立"建设-管护"一体化机制、健全管护体系、推动管理机构转型及创新建设管理模式等对策建议,为同类地区深化农业水价改革提供参考。

Abstract:

In 2016, it launched the comprehensive reform of agricultural water price in Linqing City, which took such actions as regulating pricing mechanism, upgrading water metering facilities, implementing targeted subsidies and water-saving incentives, with achievements such as total agricultural water consumption deduction, water use efficiency rising, and optimized administrative management mechanisms. Nevertheless, there are still bottleneck issues during reform implementation, including incomplete coverage of metering facilities, low capacity of inter-departmental cooperation and non-standard daily operation and maintenance. This paper summarizes major achievements and follow-up promotion measures of Linqing's agricultural water price reform, analyzed existing drawbacks, and puts forward countermeasures including perfecting metering infrastructure, establishing an integrated construction-operation-maintenance mechanism, improving daily management system, advancing institutional transformation of administrative agencies and innovating project construction modes, so as to provide references for further deepening agricultural water price reform in peer regions.
