Practice and Enlightenment of Water Right Reform in Zhucheng, Weifang

摘要:

潍坊诸城市地处山东半岛腹地,属于资源型缺水与工程型缺水并存地区,用水指标"沉睡"与用水需求"紧缺"并存问题突出。诸城市立足胶东半岛战略水源地上游区位特点,以"水银行+水权交易"为核心抓手,构建分级管理、多元交易、智能监管的现代化水权体系,通过农业转工业、零存整取、跨行业调剂等模式,盘活存量用水指标,优化全域水资源配置,形成可复制、可推广的县域水权交易"诸城模式",为黄河流域及北方缺水地区水资源节约集约利用提供参考。

Abstract:

Located in the hinterland of Shandong Peninsula, Zhucheng City of Weifang Municipality suffers from both resource-based and engineering-based water shortages, featuring prominent contradictions between idle water use quotas and tight water demand. Relying on its upstream location of the strategic water source area of Jiaodong Peninsula, Zhucheng takes the "water bank + water right trading" as the core measure to build a modern water right system with hierarchical management, diversified transactions and intelligent supervision. Through modes including water transfer from agriculture to industry, lump-sum withdrawal of accumulated small quotas and cross-industry water allocation, the city revitalizes stock water use quotas and optimizes the allocation of water resources across the whole region, forming a replicable and promotable county-level water right trading model known as the "Zhucheng Model". It offers references for the economical and intensive utilization of water resources in the Yellow River Basin and other water-deficient areas in northern China.
