济宁市水文化赋能水利工程价值提升路径研究

Research on Water Culture Empowering Value Improvement of Water Projects in Jining

摘要:

水利工程承载着中华民族治水智慧,通过与水文化深度融合,既能破解"重功能轻文化"的传统范式,又能实现治水文明从"工程水利"向"文化水利"的跃升。文章以济宁市为例,通过梳理当地水利工程历史演进与水文化多元脉络,总结现阶段济宁在水文化保护传承中的实践成效,分析当前面临的文化挖掘不足、设施活化利用率低、技术融合薄弱、跨部门协同支撑薄弱等挑战,并针对新建、在建、已建工程,分别提出将水文化融入设计、施工、运营全生命周期、动态嵌入文化要素、实施活化改造等策略,探索水文化赋能水利工程价值提升的路径,以期为新时代水文化建设和水利事业高质量发展提供参考。

Abstract:

Water projects embody the wisdom of the Chinese nation in water improvement. In-depth integration with water culture can break the traditional pattern of prioritizing functions over culture and facilitate the transformation of water civilization from project-oriented water resources to culture-oriented water resources. Taking Jining Municipality as the research object, this paper reviews the historical evolution of local water projects and diverse context of water culture, summarizes the achievements in the protection and inheritance of water culture, and analyzes existing challenges including inadequate cultural exploration, low utilization rate of cultural facilities, insufficient technological integration and weak cross-agencies coordination. Targeting newly-built, ongoing and completed projects, this paper proposes strategies such as integrating water culture into the whole life cycle of design, construction and operation, dynamically embedding cultural elements and carrying out revitalization renovation. It explores effective paths for water culture to enhance the value of water projects, so as to provide references for the construction of water culture and high-quality development of water resources in the new era.
