Abstract:As an inter-provincial tributary in the lower reaches of the Yellow River, the Jindi River is confronted with prominent obstacles to flood control security and efficient water resources utilization, including river channel siltation, backward monitoring capacity and insufficient cross-provincial collaboration. Based on the "three-in-one" framework of "monitoring-data sharing-operation regulation", this paper establishes an integrated rain-flood forecasting and water resources utilization system for the lower Jindi River. By upgrading intelligent hydrological monitoring system, setting up cross-provincial data sharing mechanism and optimizing scientific sluice regulation mode, the overall watershed management efficiency is improved. Engineering practice proves that the proposed management mode raises the watershed flood control standard to a 20-year return period, improves the irrigation water use efficiency coefficient and the guarantee rate of river ecological base flow, and provides a replicable technical and managerial paradigm for the management of inter-provincial tributaries of the Yellow River Basin.
